Brief History of the College

The MICHAEL and CECILIA FOUNDATION College of Education, Agbarha-Otor, is the first private College of Education in Delta State, Nigeria. The plan to establish the College was given an accelerated consideration early in 2014. The official applications for its establishment, first to the Ministry of Higher Education, Asaba, was approved on July 4, 2014, while that to the National Commission for Colleges of Education (NCCE), Abuja, was approved on September 9, 2014. In this regard, it has become the fourth College of Education in Delta State; the other three are public institutions and are located at Agbor, Warri and Mosogar.


The College is conceived from the reasoning that the naturally endowed potentials of learners can be realized through modern and effective preparation of pre-service and in-service teachers for dedicated service and execution of researches of distinction that are anchored on the fear of God as these will ultimately produce leaders of proven integrity.

The vision of the College is to produce NCE teachers of international standard that will excel in teaching in Primary and Junior Secondary School with a strong spirit of commitment towards societal development.


The mission of the College is to offer high quality teacher education for the production of enthusiastic and professionally minded middle level manpower for the education industry, irrespective of race, ethnicity, gender and religion. The College exposes her students to current international challenges that will enable them compete favourably with their counterparts all over the world. A culture of high morality, positive work habit, exemplary dress code and vocationisation of the school curriculum through entrepreneurship orientation experience, are propelled in an atmosphere of Godliness.

Location and Facilities

The College is located at the Ibru Village, Agbarha-Otor in Ughelli North Local Government Area of Delta State. It is within the Delta Central Senatorial District of the State. It is sited in a serene environment that is far removed from the busy and noisy nature of a fast developing town.

The facilities put in place for the take-off of the College are of high quality. Lecture rooms, science laboratories and their equipments are quite attractive. An ICT Centre which is being upgraded to a Standard of Excellence to serve a large portion of the country is available to staff and students.

Hostel facilities are available; the ultimate aim of the College is to be residential for both staff and students. A good transport system is also being developed in the institution. The supplies of light and water are quite regular and a Sports Centre is available for recreation.
